Govtech Talent Graduate Programme
The New Zealand Public Sector is perceived to only attract seasoned talent with a vast array of experience and skills. This perception challenged Government Agencies to create a fresh brand and pathways in Digital and Information & Communication Technology.
The vision of the Chief Information and Digital Officers was to attract talent to this brand and build key digital and technological skills to develop their future workforce.
Agencies wanted graduates to experience the variety of workplaces and diverse projects in the sector to gain an appreciation of experience across the system.
ICE was brought in to support the design and delivery of the inaugural system wide Cross Agency Graduate Programme in New Zealand.
Purpose
The New Zealand Public Sector is seen to only attract seasoned talent with a vast array of experience and skills. Government Agencies were interested in creating a ‘brand’ for a career in Digital & ICT for Government.
The vision of the collective group of Chief Information and Digital Officers was to attract talent to this brand and also build key digital and technology skills for the future of their workforce. In addition, Agencies wanted Graduates to experience the various work places and diverse projects in the sector so that they gain an appreciation of experiences across the system.

Solution
Our Graduate Programme design considered the skill frameworks which the Agencies utilized locally and across the leading digital governments, D7 Nations.
Applying the ICE 3-D model generated six areas of learning, or ‘pillars’, for the GovTech Talent Graduate Programme. ICE devised the key criteria and capabilities with agencies to create an eligibility criteria to screen applicants.
We delivered digital talent attraction strategies across all New Zealand universities, implementing gamification and video interview processes to shortlist talent with the appropriate strengths for the programme.
By designing a unique assessment centre, talent were able to experience the government as an industry vibrant with choice and get connected with the agencies where their key strengths fit.
Results
An innately inclusive Cross Agency Graduate programme with 9 Government Agencies
Nearly 100 graduates placed, to date, from across different Aotearoa.
A rotational framework for building capability with the foundations and flexibility for the future needs of Government.
